The National Entitlement Card For Young People
Your Young Scot National Entitlement Card (NEC) is a free electronic smart card for all young people aged 11 to 26. The card has been created by the Scottish Government, Young Scot, your local council and lots of other organisations working together so that it's easier for you to use their services across Scotland.
Never had a card before?
Most schools issue cards, but if yours doesn’t or you have left school, you can apply to get a free card from your local council.
Contact the InfoLine on 0808 801 0338 or email infoline@youngscot.org and we’ll send you an application out in the post. Simply take the completed application form together with two forms of ID to a local validation point. You’ll then receive a shiny new card in the post.

No problem. You can request a replacement card with a new photo too.

Discounts
Your Young Scot NEC Card gives you exclusive discounts at over 1,400 outlets around Scotland.
Shopping, eating out, hurtling around a racetrack. We can save you money on almost anything. Check out the discounts section for a full list of discounts available near you.
And if that isn’t enough, the card is also part of the European Youth Card Network which means you get over 100,000 discounts in 42 countries. Check out eyca.org/discounts to find the discounts available in other countries.
Proof of Age
The Young Scot NEC card has a PASS hologram on it, which makes it as credible as a driving license or passport for proving your age, be it on a bus at the cinema or in a shop.
The introduction of Challenge 25 in Scotland will mean that all retailers will be obliged by law to challenge anyone who they believe could be 25 or under for identification. This will make the NEC card even more valuable in your wallet!
Many banks also accept the card as a form of identity if you’re opening up a bank account.
Travel
The Young Scot NEC Card also makes it a little easier to get about town. 16, 17 and 18 year olds, or full-time volunteers aged under 26 can use the card to get special deals on transport. These include:
- A third off adult single fares on bus services in Scotland
- A free Scottish Youth Railcard (a third off Scottish rail services)
- Two free ferry journeys to the mainland for Islanders
To claim these discounts, you will need travel vouchers which will be sent out automatically when you turn 16. If you haven’t received them your local council will be able to reissue them. Additionally, if you have a disability and meet certain criteria, you can get a Young Scot NEC which will let you get Scotland-wide free bus travel. For more information about the different criteria, and to see if you qualify for free bus travel, visit Transport Scotland.

Depending on the area you live in, you may also be able to use the card for a range of other council services, including cashless catering in schools as well as leisure and library membership.

Topping up your card
If you use your Young Scot card for cashless catering at school you can top it up online. You just need your Young Scot card number, name of your school and credit/debit card.
If you can't top up online you can use the Load Terminals at school and top up using cash.

Topping up your card
If you use your Young Scot card for school meals then you can top up your card using the machines in school. Your parents or carers can also pay by cheque. You hand in the cheque in an envelope with your name and class number to the Catering Office at school.
If you forget your card or you lose it then you can get a temporary PIN number. You can use this number at the till instead of your card.
Angus

Topping your card
If you use your card for school meals then you can top up your cards with using coins at the revaluation machine in school. Your parents/carers can also send in a cheque with your name and class on it. You will need to hand it to the catering manager on duty and they will put the money on your card.
You shouldn't need to activate your card before starting to use it for your lunches. If you have a problem with this then speak to the catering manager.
Argyll & Bute

Topping up your card
If you are using your Young Scot for cashless catering at school you can top up your card at the revaluation unit at School. You can also top up online. To do this you will need your 10 digit registration number. This should be on a letter that was sent to you at the beginning of the school year. If you have lost this number then speak to the school office.
Clackmannanshire

All new S1 pupils will have been offered the National Entitlement Card at their primary school before leaving P7. If you miss this, or you are not in school, you can get an application form by:

Topping up your card
If you use your Young Scot card for school meals then you can top up your card using the machines in your school. If you've lost your card or it's broken then you can be issued with a temporary pin number. You can load money using that and use the pin number at the till in the canteen to pay.
Dundee

Adding money to your card
To add money to your card online for cashless catering at school. You can do this through the East Lothian Council Online Payments website. You can also add money using the Riva machine in your school.
To check how much money you have on your card you will need to use the Riva machine in your school. Your parents can also ring the school and ask to speak to the Food Court Supervisor who can find out the balance for you.

Vouchers for Travel Discounts
If you are aged between 16 and 19 and require travel vouchers for bus/rail travel please call the Falkirk Young Scot office on 01324 504440. A replacement will then be issued to your home address between 7 and 10 days. You are eligible for 50% off rail travel and 1/3 off bus travel between the ages of 16 up until your 19th birthday.
Fife
What is it?
The National Entitlement Card for young people is a free electronic smart card for all young people aged 11 to 26. The card has been created by the Scottish Government, Young Scot, your local council and lots of other organisations working together so that it’s easier for you to use their services across Scotland.

This card also gives young people aged 16 to 18 discounted bus travel (anywhere in Scotland), and a young person’s rail card, free of charge.
What your card does for you
- school and public libraries – Use your Young Scot card to book out books, DVDs, CDs and for online reference
- school meals – The card also allows you to access your schools meals instead of using cash
- the card is accepted as proof of age that can be used for ID under the PASS scheme and can be used on school buses

Glasgow

If you use your Young Scot for cashless catering you can top it up using the revaluation machines in school. These machines take both cash and notes. You can also pay by cheque. You can hand in your cheque to the school office or catering office, remember to write your name and class on the back.

You can top up your Young Scot card online. (Go to Make a Payment and select school meals) You will need to know your 10 digit reference number to do this. If you don't know what it is you can speak to the catering staff at school or call North Ayrshire Council on 01294 541556.

Topping up your card
You can top up your card online using sQuid payments. When you register on the sQuid website you will be asked for a registration number. This is the card number on your Young Scot card.

Topping up your card
If you use your Young Scot card for cashless catering then you can top it up at the revaluation machines in school. These machines take coins and notes.
You can also top up your card by cheque. Just hand in your cheque to the catering office with your name and form written clearly on the back. Cheques are made payable to Perth and Kinross Council.
If you want to know the balance you can check on the revaluation machine or ask catering staff.
Renfrewshire
New Cards
In Renfrewshire, you can currently apply for your NEC Card by visiting any local library. You can get an application form by:
Visiting any local library in Renfrewshire and asking for an NEC Aplication form. The staff may give you advice on completing it. When the form is complete, the library staff will validate it and check your proof of age and address etc.

South Lanarkshire
The National Entitlement Card for young people is a free electronic smart card for all young people aged 11 to 26. The card has been created by the Scottish Government, Young Scot, your local council and lots of other organisations working together so that it’s easier for you to use their services across Scotland.

What your card does for you

- DVDs, CDs and for online reference
- School meals – The card also allows you to access your schools
- meals instead of using cash
- The card is accepted as proof of age that can be used for ID
- under the PASS scheme and can be used on school buses
